If I was going to make up a mechanic for this, I'd look at their social/romantic fulfillment(whatever that means for the individual sim), relationships with family(including siblings and extended family, at this point in their lives), and academic success, but it's much harder to quantify into a pass/fail system than it is for younger sims. Aspiration progress can also vary wildly based on what type of aspiration they choose(for example, family aspiration teens can't really progress until they're young adults). Some find it important to begin dating, while others are asexual and have no desire to have a steady romantic partner. Some teens might want lots of friends, others want one close friend, etc. I don't really have a good system for teens, because what a teen wants will vary wildly.

As long as those conditions are met and a sim either has an A grade or has completed their aspiration, they age up well and you may choose their next trait. If a kid has poor or nonexistent relationships with their family(especially caregivers), they age up poorly regardless of aspiration or grades. If a kid hasn't made any progress on aspiration, they age up poorly regardless of grade. If a kid is failing school, they age up poorly regardless of aspiration.
